What is recorded, and who can read it
The traceability of a programme is the time-stamped recording of its events, reported to the roles entitled to them. Its scope is that of the systems covered by the arrangement: it does not extend to operations that leave it.
Tracked events
A programme produces events of different kinds: issuance linked to a payment, allocation of a balance to a holder, an operation request, its decision (acceptance or reasoned refusal), its posting, a redemption, a change of configuration. Each is time-stamped and linked to the programme.
The statuses of an operation
An operation is not a single state. “Authorised” reserves an amount on the available balance. “Posted” debits it to the amount used. “Refused” has no effect on the balance and retains the reason for refusal. Confusing these states leads to false readings of the same programme.
Per-role visibility
A funder, an operator, a holder and a recipient do not see the same data. The access rights matrix is settled at scoping: it sets out, for each role, the events that can be consulted and the level of detail reported.
Three objects that must be kept apart

Exports
The reports available for a programme are defined at scoping: their format, their frequency, their recipient and the fields they contain. An export states its scope and its extraction date. No export is presented here as available before that definition.
